Events of ADRI (Patna - Ranchi)
Patna, November 23. Department of Finance, Government of Bihar in collaboration with UNICEF and Asian Development Research Institute (ADRI) organized a one-day training programme on 'Training on Child Budget Preparation' in ADRI premises today. The objective of this training programme was to strengthen the Child Budgeting process in different departments of the Government of Bihar like Health, Panchayati Raj, Labour Resources and PHED. The Government of Bihar has introduced the Child Budget since the Financial year 2013-14.
Dr. Barna Ganguli, Assistant Professor, CEPPF, ADRI, Patna introduced the subject and highlighted the objectives of the programme. She elaborated that the child budgeting process is followed in Bihar since 2013-14 but still there are some loopholes which need to be addressed to come up with a robust document. The training programme will provide guidelines to the budget officers in compiling data for the Child Budgeting document.
In the technical session-1 Shri Sanjeev Mittal, Deputy Secretary, Department of Finance, Government of Bihar discussed the important points of budget preparation. He said that the child budget is a part of main budget so we need to focus upon its expenditure through head of accounts. In the technical session-2 Shri Ajay Thakur, Deputy Secretary, Department of Finance, Government of Bihar focused on the types of programmes included in the Child Budget Document.
This training will be imparted to total 16 different departments of Government of Bihar. As per COVID-19 precautions, the training progrmme has been scheduled in four batches with four different departments each and so that thesocial distancing could be maintained. Similarly, this training programme is scheduled for Department of Finance, Planning, Rural Development, Disaster Management on November 25, 2020, Department of Social Welfare, Art, Culture & Youth, Health, Environment Forest & Climate Change on November 27, 2020 and Department of Education, SC-ST Welfare, Minorities Welfare, BC-OBC Welfare on November 30, 2020.

Presently, 16 Departments are reporting their budget and expenditure in the Child Budget document.
In the training programme, Dr. Barna Ganguli, Assistant Professor, CEPPF, ADRI, shared the main findings of the study done by UNICEF, Department of Finance and ADRI. She also discussed the objectives of the programme. She elaborated that the child budgeting process still has some loopholes which need to be addressed to come up with a robust document. He added that both plan and non-plan expenditures should be included to show the total expenditure.

The day-three programme on November 26,2020 was attended by Education, SC and ST Welfare, Minority Welfare and BC and MBC Welfare and last day’s training programme on November 27,2020 was attended by Finance, Planning and Development, Rural Development, Bihar Education Project and Disaster Management. The programme was attended by the deputy secretaries and budget officers of the respective departments.
