Patna, February 13. Asian Development Research Institute (ADRI) and Bihar Swasthya Suraksha Samiti (BSSS) jointly organized a One Day Training Programme on the Transaction Management System (TMS) 2.0 today. TMS 2.0 is an upgraded website portal assisting a patient’s hospitalization journey under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) health insurance scheme.
Speaking on the occasion, Shri Shashank Shekhar Sinha, CEO, BSSS said that the idea of the event was to make Bihar hospital personnel conversant with this portal. He also made an assessment of whether the programme was able to achieve its objectives.
Earlier, Shree Shailesh Chandra Diwakar, AO, BSSS reported that there are 3.7 crore Ayushman card holders in Bihar today. The number of persons going in for treatment using this scheme is 3000-3500 per day. But a dismal 600 out of these beneficiaries are going to government hospitals and only a tiny 150 out of the 600 are admitting themselves in hospitals like PMCH and NMCH. Shree Diwakar also urged the government hospitals to make certain that claims are filed with the paying authority within 15 days after discharge of the patient. Subsequently, Dr. Neeraj Kr. Singh, Director-Healthcare of BSSS explained that the much faster TMS 2.0 has solved the problem of slow processing of documents by the previous TMS 1.0 portal. He added that the portal employs Artificial Intelligence (AI) to prevent frauds. This has been fairly successful. Real time decision-making has now become a reality with 2.0.
Further, Dr. Ashmita Gupta, Member-Secretary of ADRI stated in her Welcome Note that the data being fed into the TMS 2.0 portal is very valuable for the government to make decisions. Her organization provides technical support to the roll-out of the scheme in Bihar. Around 90 personnel of Patna District hospitals like PMCH, IGIMS, IGIC and NMCH along with some PHCs and CHCs participated in this training programme. This included 10 doctors as well. The Closing Remarks were delivered by Shree Indrajit Goswami of Centre for Health Policy (CHP) at ADRI.
