The International Growth Centre (IGC) offers independent advice to governments of developing countries on economic growth and related issues. Thus all work commissioned by the IGC is demand-driven. Based at the London School of Economics (LSE) and run in partnership with Oxford University, the IGC is initiated and funded by the Department for International Development (DFID). The organisational structure of the IGC spans a London hub, country offices in partner countries, a group of 10 research programmes with participation from academics engaged in frontier research throughout the world, a network of policy makers in developing countries and a range of public, civil society and private sector stakeholders.

The IGC India-Bihar Programme began with a Bihar Growth Day Workshop on December 17, 2009, when the Government of Bihar invited IGC to come to Bihar and help sustain the growth of the Bihar economy. IGC accepted this invitation and agreed to provide demand-led policy advice based on frontier research. IGC India-Bihar’s main policy partner in Patna is the Asian Development Research Institute (ADRI), a non-profit civil society organization dedicated to social science research. The IGC IndiaBihar Programme has identified two key research areas through an ongoing consultation process with policy stakeholders and researchers - Economic Transformation and Resource Mobilisation. Having identified these focus areas, a variety of products -- rapid response notes, research and analytical work, training and dissemination workshops and events -- have been commissioned to fulfill the need for an independent, policy-oriented academic research on Bihar.
