About organization
The Centre for Studies on Environment and Climate is a thematic centre at the Asian Development Research Institute (CSEC-ADRI). It is an ENVIS Resource Partner on Water Management and Climate Change, under the aegis of the Ministry of Environment, Forest, and Climate Change (MoEF&CC), Government of India. As a public policy research think-tank, ADRI has been working in the field of economics, public budget and finance, and other policy agendas of social science in Bihar for more than 3 decades. However, the Centre is working in the domains of environment and climate change since 2017.
The Centre is looking for a self-motivated, dynamic ‘Programme Coordinator’ with knowledge and skills in environment management and experience in programme development and implementation, especially in the context of cities. The Coordinator will have a crucial role in the implementation of the air quality management programme in Bihar. Therefore, a strong interest in stakeholder engagement for policy dialogues and interventions would be the best suit for the position.
Desired qualifications and skills
- Master of science, technology or engineering in Environment, or Sustainability, or Public Policy, or Development, or equivalent disciplines;
- Working experience of 2 years in field-based project/ programme implementation and management, preferably in association with government or other equivalent institutions;
- Experience in developing or designing communication materials and relevant content for communication and outreach as part of programme implementation;
- Experience in field-based large sample surveys, sample survey design, data analysis and interpretation;
- Experience in stakeholder engagement, and professional writing like -project reports, project proposals, etc., will be an advantage.
Scope of work
- Work with the air quality management team, under the supervision and direction of the Nodal Officer- Clean Air Programme of the Bihar State Pollution Control Board;
- Act as a bridge between the Board and ADRI for coordination of assignments of common interests;
- Act as liaison between the Bihar State Pollution Control Board and other stakeholders to leverage support for the timebound implementation of the clean air action plan in Bihar;
- Conduct monitoring and evaluation, field-based surveys, data collection, data analysis, literature reviews, etc. as support to mapping the progress of the programme implementation;
- Coordinate with the air quality management team to monitor and evaluate programme goals to contribute to the strategic direction and progress of the air quality management in Bihar;
Terms of Engagement
The Programme Coordinator will be appointed initially for 1 year, and a probationary period of 2 months, under a fixed-term contract with the possibility of extension based on satisfactory performance and availability of funding. The Coordinator will be working from Patna (Bihar), however, need-based field visits in other districts of Bihar may be required.
For such scope of work, the Coordinator will be offered consolidated monthly emolument of Rs. 55000, which may be negotiated, subject to the candidate’s professional qualifications and work experience.
