Profile of the Organisation

The Centre for Health Policy (CHP) at the Asian Development Research Institute (ADRI) is a health policy think-tank based in Patna, Bihar.  It provides support to the Department of Health, Government of Bihar on a range of policy and systems research issues. Its aim is to engage in rigorous analysis of the health system and inform policy makers to fine-tune interventions for even stronger outcomes. In order to provide even more robust statistical portrait to the researches and policies the centre is interested in hiring an experienced statistician with the following scope of work.

Broad responsibilities of the Statistician shall include

• Provides support for the development and maintenance of data collection and recording systems such as databases.
• Provides analytical support for research by using descriptive and statistical methodologies/ quantitative data analysis to a range of health data to enhance evidence available for policy and practice evaluation of care systems.
• Interact with fellow experts within and outside the organization, to jointly design and undertake inter-disciplinary research studies which would help the state government reform its health systems.
• Prepare sampling frame and design analysis plans, including development of study protocols and data collection instruments or tools, detailed budget and implementation plan for the sample survey.
• Collect and analyse primary and secondary data. This may involve developing data collection instruments, data entry screens, validation processes, and thereafter cleaning and manipulating raw data in excel or a statistical platform, and applying appropriate software to model health sector costs and outcomes.
• Produce analytical papers, policy briefs, effective presentations for specific assignments, ensuring inclusion of disaggregated data relevant to the analysis.
• Regularly track key legislative and policy developments and trends relevant to health delivery system in Bihar and analyse their implications for policy dialogue for informed policy making.
• Perform other duties as assigned directly related to this position or others.

Skills and Competencies

Technical Competencies:

• Qualification: Master’s degree in Statistics. Candidate with PhD will be preferred.
• Experience: 5 years of related experience, including data analysis  and writing statistical analysis, plans and reports.
• Statistical software packages: Demonstrated knowledge of statistical software packages like Stata, SPSS, R etc. and data visualization techniques.
• Expertise and experience in leading study design and analysis with generalized linear models, logit/probit models, maximum likelihood estimation, causal inference, and other types of multivariate statistical models.

• Ability to perform complex statistical analyses based on the design of study.
• Ability to develop technical data into presentations and/or other multimedia formats.
• Ability to effectively and efficiently perform multiple tasks and balance competing priorities while meeting deadlines.
• Ability to maintain data confidentiality.
• Works with a flexible, adaptable and resilient manner.
• Ability to work independently and as a part of a team.

Duration of Service

Contract for the position shall be of one-year duration, subject to annual renewals based on satisfactory performance and mutual agreement.

Duty Station

This position is primarily based at ADRI, Patna.
