Background

Pradhan Mantri Jan Arogya Yojna (PM-JAY), a health insurance scheme covering 100.74 million deprived families across the country, was launched by the Government of India in September 2018 with the twin objectives of providing financial protection from out-of-pocket expenditure on health events that have catastrophic consequences and improving access to quality secondary and tertiary hospitalisation services. The scheme is administered in 33 of the 37 states and Union Territories by the respective federal governments through a network of empanelled public and private providers. Eligible families have annual risk cover of Rs. 500,000 and can access a range of more than 1300 secondary and tertiary care procedures up to the annual sum insured / assured.

Bihar is one of the 33 states implementing PM-JAY since September 2018 and accounts for more than10 percent of the countrys total PM-JAY eligible population. A total of 10.8 million families (45 percent of Bihars total population) are covered under the scheme. Only two States Uttar Pradesh and West Bengal have higher number of PM-JAY beneficiaries than Bihar. Therefore, success of PM-JAY in achieving its overall objectives crucially hinges upon its successful implementation in Bihar.

Asian Development Research Institute (ADRI) is a Patna based research institute working in the area of social science research since 1991. The Centre for Health Policy (CHP) at ADRI has been set up to act as a policy think-tank for the Department of Health, Government of Bihar and also provides need-based systems strengthening support. One of its mandates includes providing technical and systems strengthening support to the Bihar Swasthya Suraksha Samiti (BSSS) for PM-JAY in Bihar.

Positions Overview:

The primary objective of the project is to develop a roadmap for strengthening governance, management and implementation of PMJAY and build the capacity of the Bihar Swasthya Suraksha Samiti (BSSS) to effectively administer the scheme.

ADRI is looking for a committed, qualified and experienced candidate to join the PMJAY Technical Assistance team as “Divisional Officer” and work closely with the BSSS to achieve the mandate.The supervision and leadership will be provided by the senior leadership within the PM-JAY Technical Assistance team of CHP-ADRI at the state level.

Scope of Work

A.      Provide technical and managerial assistance for implementation of PM-JAY in Bihar at the district level.

B.       Be responsible for comprehensive monitoring of processes and results at the district and facility level for the assigned districts based on the PM-JAY M&E framework developed by the state team. 

C.      Conduct spot checks and audits as required under the directions of the state team

D.      Provide recommendations for corrective actions.

E.       Provide leadership in implementation of the agreed corrective measures.

F.       Submit periodic regional reports and organise regional meetings for reviewing the PM-JAY programme in the assigned districts,

G.      Facilitate and provide required support to staff and consultants from the state office of the BSSS during monitoring visits,

H.      Identify the cause of any unreasonable delay in the achievement of milestones or in the release of funds and propose corrective action,

I.         Regular follow up of the programs and report to concerned authority accordingly. Ensure participation of Government authorities, development partners in the process to develop operational plans and strategies, monitoring the implementation process and progress.

J.        Ensure preparation of annual action plan for District under PM-JAY and ensure that proposed activities are implemented timely and as per the prescribed process,

K.       Documentation of the best practices/success stories,

L.       Undertake any other duties assigned to him by BSSS and CHP-ADRI team,

Qualification/Experience:

•   Post-graduation or higher qualification from AICTE/UGC recognised institute in Public health/Community health/Social Sciences /Social Welfare/Rural Development/Rural Management/ Public Health Management / Hospital Management or any other related discipline.

•   At least 3 years of relevant work experience in program coordination, management and monitoring in the health or social sectors.

•   Computer proficiency in using packages like MS word, Excel and Power Point,

•   Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in Hindi and English.

•   Demonstrated ability to work in a multi-disciplinary team environment.

•   Experience of working with district health system and administration shall be given preference.

Duration of Service:

Contract for ‘Divisional Officer’ position shall be of one-year duration, subject to annual renewals based on satisfactory performance and mutual agreement.  CHP has a minimum three year commitment to the BSSS for providing this support, which may be extended depending on the capacity needs of BSSS.

Duty Station:

This position is based at BSSS- Divisional Officesin Bihar or any such designated place. Work will entail substantial to the districts and other locations as required and may vary from 30% to 60% of the total time.

Salary Offered:

Compensation for the position would be competitive and based on previous salary history.
