Centre for Health Policy (CHP), is a Bihar-based think tank that has been established to conduct high quality research on health systems design and policy, and engage with the state government for data-driven policy decisions. CHP, funded by Bill & Melinda Gates Foundation, is housed within the Asian Development Research Institute (ADRI) in Patna – a social science research institute, which has been the leader on social science and economic research in the region and also houses the Center for Economic Policy & Public Finance (CEPPF) and the International Growth Center (IGC).
With the imminent launch of the National Health Protection Mission (NHPM) in Bihar, one of the central functions of Ayushman Bharat, evidence based policy making around social health assurance and insurance is likely to emerge as a key area. CHP is looking for a Health Insurance Specialist who is expected to coordinate the technical support being provided to Government of Bihar through various technical partners – global, national and local – in the area of health assurance. Collating best practices across various sub-programs within NHPM, e.g, fraud management, empanelment of hospitals, Quality Assurance of providers, IT systems, enrolment of beneficiaries, benefit package design and costing via specialist partners in the ecosystem and consulting key Government of Bihar policy-makers through actionable policy recommendations is a key function expected to be performed by the Health Insurance Specialist. Networking with global, national and local partners and networks (e.g, Joint Learning Network for UHC) and bringing such available expertise to support and strengthen NHPM in Bihar will be key for this position.
The Health Insurance Specialistwill have postgraduate education in management/health/hospital management, or at least Health Economics with more than 10 years of working experience in the health insurance sector. Previous experience of working in the health assurance trusts/societies is preferred. The Health Insurance Specialist would report to the Executive Director of CHP.The compensation will be up to Rs. 24.00 lakh per annum (equivalent to USD 34500 at current rate of exchange).
